Traditionally the Senate - which is sworn into office a few weeks ahead of a president - starts the confirmation process so there is at least part of a national security team in place when the president takes office.

The author of this slop acts as if these cabinet offices will be vacant until Biden is confirmed. That’s nonsense. Every one of these executive branch departments has succession protocols in place, with long lines of positions listed for people to fill roles in temporary capacities when vacancies occur.

Jeff Sessions didn’t get confirmed until March 2017. Does anyone think the country didn’t have an Attorney General for six weeks back then?

I seem to recall that the country had Acting AG Sally Yates undermining the President.
