Why would Governors care now about who has what authority....they’ve been doing their own thing regardless for 4 yrs now and more.

Only federalized national guard can cross state lines when activated.

Any Gov can send Guard to any other State, without the FedGov getting involved. There's several different reasons, including natural disaster assistance requests, training, equipment relocation, and so on.

That said, NY has no business simply sending their guys to DC when no one has officially requested them.
