Why would Governors care now about who has what authority....they’ve been doing their own thing regardless for 4 yrs now and more.

I went through BCT in 1969.My Lai was still fresh in many minds. We had a class taught by a 1LT on “illegal orders”.He told us that a soldier is not obliged to obey an illegal order. However,I don't recall him having given any examples of an “illegal order”.
