It could refer to American intelligence officers who are stationed in foreign countries, since there were many foreign actors involved in this fraud. It could also refer to agents of our close allies, such as UK, who are part of the "Five Eyes" group that share intelligence. Intel sharing is not uncommon. Even Russia tried to warn us about the Boston bombers.

The late David Atlee Phillips, CIA station chief, Latin America, etc., formed the Association of Former Intelligence Officers in the 1980’s to fight the intelligence crippling/destroying policies of Pres. Jimmy Carter, his incompetents at DOJ, AG Edward Levi and total failure at the CIA, Adm. Stansfield Turner, not to mention the dumbasses at the State Department “Jimminy Cricket” - Warren? Christopher and Cyrus Vance Sr.
This was a real “Deep State” organization of pro-American intel people versus those from the old “Ted Mack Amateur Hour” led by Peanut farmer Jimmy Carter and hardcore leftists Sen. Frank Church, Rep. Peter Rodino (D-NJ), Communist Party covert asset Rep. John Conyers (D-Mich) (both leaders of the leftist dominated House Judiciary Committee), and finally, Rep. Louis Stokes (D-Oh) and the then Rev. Rep. Robert Drinan (D-Mass), the latter two on the House Internal Security Committee.
I was there for part of this fight and knew Phillips. The nearly successful destruction of our international security organizations and internal security committees & organizations was devastating. We never fully recovered from it and the Clinton Administration continued on with some of these dismantling policies which made both WTO I and WTO II bombings possible, as well as the horrible Al Qaeda bombings of two US embassies in Africa with a very high loss of life.
Obama made sure that the job was to be finished when he picked Holder, Brennan, Clapper, and Mueller/Weissman to lead the DOJ, CIA, DNI and FBI.
Why only 400?
How many people are we going to hear from that have all this evidence and then nothing happens?

No doubt a key reason why the vengeful Obama sicced the FBI on Flynn......and also b/c Flynn would
replace Obama's NSA, the execrable Susan Rice, and would become privy to all of Obama's wrongdoing.
Bumheads Obama and Rice did not give a flying fig that the US intel apparat is there to protect the safety and security of Americans. Period.
