I will have to read up on that one but it appears to give the President the ability to redline the bill and removing funds from the bill on the redlined items.

No, it doesn't. Trump outlines what he wants removed but only Congress can remove them. Or not remove them as the case may be.

Redlined for 45 days while Congress meets, But this Congress ends on 3 Jan 2021 so the redline will end because the Congress will not be in session for 1 day.
