“What is a person of interest? “

It means they have identified someone that had an RV in the area that matches the description of the RV in question. The RV could have been stolen or it may be a coincidence that this person had a similar looking RV. That’s all.

There is no such thing as a person of interest. There are victims, witnesses of various types, and suspects. Nothing else. The instant you form the idea that someone is involved, even to the smallest extent, they are a “suspect”. Upon further investigation, a suspect may be charged or cleared. There is nothing else despite several hit TV shows and a large number of housewives watching reality crime shows.

And that reasonable suspicion makes him a “suspect”. Further investigation may rule him out as the perpetrator, or confirm that he is.

“Person of interest” is like “kinda pregnant”. You is a suspect, or you isn’t.
