Hope I don’t get thrown off Free Republic for this, but maybe it was a fed up patriot with poor judgment. Who else would go to so much trouble to avoid hurting people? A 30-minute warning with loudspeaker announcements and a bomb set to go off on a date and time when the area would be at its lowest population?
Someone who was wanting an insurance payout for their government ruined business is also a likely suspect.
