The legislature does not have the power to pass a law which modifies the U.S. Constitution. They cannot surrender the power they have.

Imagine, for example, that the legislature voted to allow a private organization to pass laws in their state. That would violate their state constitution and any law “passed” by such organization would be without legal effect. Similarly, the legislature cannot give up their power to appoint Electors.
