Sullivan's claim - and that's the only issue at stake in his mind - is that Flynn lied to Sullivan when he pled guilty.
His reasoning is a little kooky. Flynn is said to have done that to protect his son from a threatened malicious prosecution (no doubt based on thin air) by DoJ and FBI scumbags.
Sullivan has been trying to figure out how he could initiate a prosecution against Flynn for the above (i.e., Flynn lied in his guilty plea to Sullivan).
I presume he's been holding out to see if a new A.G. might pursue such a case, so that Sullivan's wounded ego can be salved.
Or so that Sullivan will be able to collect his big cash payoff.
