If you have the envelopes, you can match signatures. You can count the signatures that don’t match and see whether there are more than the difference in votes between Trump and Biden.
They would look at the signatures on the envelopes to match with the voter’s signature on file.
You can’t tell who the person voted for, but if there are enough envelopes that don’t match, then that could call the result of the election into question.
