They would look at the signatures on the envelopes to match with the voter’s signature on file.

You can’t tell who the person voted for, but if there are enough envelopes that don’t match, then that could call the result of the election into question.

Or they can just count the number of ballots and compare to the number of envelopes. My guess is they won’t match.
