It seems the people making the decisions have never worked a
day as a law enforcement officer, or a 911 operator.

full control of something they don’t grasp on any level.

Regarding one of the worst calls I ever heard which brought the class to tears, and my staff to tears was a 10-year old girl calling 911 and saying “mr policeman, please come to my mommy’s place, my daddy is hitting her with a bat..”
