Axios supposedly has a story that pardons were being offered, not purchased.....something to do with immigration.
I suspect they’re trying to discredit Guiliani for offering a pardon. Or Powell (unlikely)
Details will show it’s probably a fake news smear.

Important to remember that ex-DHS official Miles Taylor said Trump offered pardons to immigration officials who broke the law. Trump also still doesn’t think Rod Blagojevich did anything wrong.
