I don’t think Roberts is or was ever being blackmailed. He’s just a liberal at heart and also wants the praise of liberals, hence his mushy decisions.
In this one, btw, he did not decide on the merits but said that it was a moot case because the Governor’s order in question had already expired or been revoked. He did imply that he thought it would win on the merits, though.
However, he would certainly have known that his failure to decide would have been interpreted as support for the liberal and unconstitutional position.
