I read that part as a way to link a fingerprint to the voters ORIGINAL vote and display how they voted, but that it would be different than the way that vote was added to the final tabulation. It stored and displayed the original vote but counted it the modified way. Clever.

I think it was Stalin who said something along the lines of, "It doesn't matter how the people vote, all that matters is how we count [record] them."

Very well could be,ironically chavez got the whole thing going and it was designed to alter votes in an eleciton with printed directions no thought of hiding the fact. Seems in 2002 FBI criminal Peter Strzok Jr. took over the op and most lkely sold it to the highest bidder ever since.
Its likely Soros bought it for 2020.Bet he paid billions not telling who got the money.
Strzok of course masqueraded as FBI got a check from them but in reality he was CIA. There is a photo of him getting his ten year coin from Brennan but I can’t find it.

Peter Strzok was the central figure involved in trying to oust President Trump. Now we know he’s a CIA Brennan/Obama asset.
