I think that’s what he’s saying.

And I don’t understand nearly enough of what’s going on to agree or disagree :)

I am very skeptical of machine manipulation due to the recount in GA.

Yup--agreed, on a statewide basis.

However, in the Democratic controlled precincts with no adult supervision, the "recount" could have been "fixed" to match the desired totals.

Correct, the machine and software maybe able to adjust the totals but it can not change the pysical ballot. If they have the actual ballots, a hand recount should expose a divination between the two.

This is the argument against reprocessing ballots a second time allowing the algorithm to apply it’s vote flip yet again. Hand count must be done in a away that counters only know their totals but not the totals of the other counters.
