Basically members can host it and not just one member, multiple. Each of those members does need to have hosting or their own server. If one gets shut down, there's redundancy. Right now, it's mostly used by left leaning techie people but it's open source software so anyone can run a server. There are also a couple of free speech, conservative friendly web hosting companies.
