3 U.S. Code § 5.Determination of controversy as to appointment of electors:
If any State shall have provided, by laws enacted prior to the day fixed for the appointment of the electors, for its final determination of any controversy or contest concerning the appointment of all or any of the electors of such State, by judicial or other methods or procedures, and such determination shall have been made at least six days before the time fixed for the meeting of the electors, such determination made pursuant to such law so existing on said day, and made at least six days prior to said time of meeting of the electors, shall be conclusive, and shall govern in the counting of the electoral votes as provided in the Constitution, and as hereinafter regulated, so far as the ascertainment of the electors appointed by such State is concerned.
Changing the rules as they go violates 3 U.S. Code § 5.
3 U.S. Code § 2.Failure to make choice on prescribed day:
Whenever any State has held an election for the purpose of choosing electors, and has failed to make a choice on the day prescribed by law, the electors may be appointed on a subsequent day in such a manner as the legislature of such State may direct.
I believe that if the legislature demonstrates that the procedures for legal challenge of the appointment of Electors is being corrupted in the same manner that the election itself was being corrupted, then the legislature has the legal backing to step in and appoint a slate of Electors themselves.
If they can't find irrefutable proof of voter fraud, then they can find proof of circumventing election contest law in order to exercise 3 U.S. Code Chapter 1 § 2 and 3 U.S. Code Chapter 1 § 5 as justification for such action.

they are limiting observers versus candidates staff but we are talking a massive room so if only certain people can see then it will be hard to do it

Sounds to me like they are trying to make it look like they are just trying to be fair, while at the same time changing rules which they know is wrong.
I think this is a publicity stunt.

Like in GA, they will be re-counting illegal votes.

Perhaps you should look into how commissions are convened.
This means the observers will be in the same position as on election night, not being able to monitor the count up close. Crazy!
They are used to working in private. I doubt they even know how many people are watching them. But that is good, since many more people can see their scheming to prevent an open, transparent recount. Why try to hide things if there is nothing to hide?
Give them all hazmats suits and let them freaking review wthe ballots!
