When I was doing elections it meant that there were more votes cast than there were voters. It may have changed its meaning since the ‘80s.

On a ballot, it means that more than one candidate for an office was selected. In this case, there have historically been issues with using Sharpie markers on optically scanned ballots due to bleed through. Despite that fact, Maricopa county, in some (R) precincts, insisted that voters HAD to use Sharpies, and reportedly were even confiscating ballpoint pens from people.
Sharpies are allowed, per the rules, but it is very odd when the workers insist they be used, but then don’t scan properly.

According to interviews of voters there, the ballots themselves said right on them not to use markers. Ball point only.
We use sharpies where I live but the paper stock is pretty thick. I have seen a little bleed through but they don’t come close to lining up with the columns of bubbles on the other side of the ballot. If the machine is set to only scan a narrow area on each side I guess it would be ok. Don’t know if it scans one side and then the other or both at the same time. The latter could be an issue.

So, Heavenly Father, is this a portent of things to come?
Will the efforts of the upright be stopped again by the many partisan judges?
Will they enjoy another moment to snicker and share a knowing wink?
Was this yet another futile attempt by conservatives, moralists, for some fairness and honesty in the court system?
Our national leadership is being brazenly stolen before our eyes! It's being done in the spirit of moderation, of "go along to get along," of popular civility.
Father, we fear there are not enough "stand up" judges to rectify the harm that is being done. We have seen them time and again join forces with evildoers to sanction misdeeds. we watched in dismay as the "conservative" Roberts turned time and again against us.
There had even been some faint hope that FNC, one of the major media outlets, would give us an even break; but that came crashing down hard with a Judas-like betrayal.
Yet, Father, we have something which the Leftists do not have, nor want, -- a throne of grace upon which to call. A Lord who hates the evil that is transpiring and is waiting for the right time to act. Yet we would say ACT NOW!
Dear Lord, may your anger be fierce upon those who take a once righteous country under God and reform it as a godless land under secularists.
In Christ's good name, Amen.

And I did take the time to find out who was and who wasnt appointed by a Republican, this election. Brewer appointed this turncoat. Embarrassed that the Rs dont hold together like the Ds do.

What it means is that a poll worker who has a ballot marked for Trump can color in a vote for biden on the same ballot so it must then be discarded. Over vote = negative Trump vote.
