Republicans in the state legislature would move to conduct an audit of the election, and that the state should not certify the election results, or select electors to the Electoral College, until it is completed.

Seems to me this is the path all battleground states should take.

And is this something the legislature can do autonomously, or do they need the executive (gov) to carry it out?

Article II of the Constitution reads to me like the legislature doesn't have to ask for permission.

Article II states, in part, "Each State shall appoint, in such manner the Legislature thereof may direct, a number of Electors, equal to the whole number of Senators and Representatives to which the State may be entitled in the Congress; ...

Yeah, it’s basically “Do what we say or we’re going to name our own electors.” Legislature’s threat has a lot behind it.
