Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector. From the US Constituion.
It is up to state legislators to appoint electors.
Can they meet and chuse different electors than an elected secretary of state certifies? I believe so. Might create a real ruckus.

Yes, and many, many years ago the Michigan legislature passed a law saying those electors would be allocated based on popular vote in the election. Now they want to undo that and allocate electors regardless of the vote. Can they just do that? Or would it take another law stating that the legislature will allocate electors and not the voters? And if so, what is the chance that the governor won't veto it?
