He reviewed the PA legislative history in writing the legislative deadline for ballot arrival PA Supremes revoked. He pointed out the legislature had demonstrated they didn't believe Covid—the excuse PA Supremes used—was adequate. The deadline for mail ballot arrival and the authorization for mass mail ballots were explicitly written as non-severable. SCOTUS could rule that PA Supremes in changing the deadline de-authorized the mass mail ballots and throw them ALL out! Maybe a long shot, but Thomas and Goresuch concurred in this.
