According to NBC 4, a spokesperson in Fairfax county said some of the votes in the 10th district were entered into the system 3 times due to human error–which caused the total vote count to go up. Human error always seems to favor Biden. Odd.

The 11th district has paper ballots with optical scanner. The voter scans the vote.
Is the 10th same? How does this happen?
