Simple logic. If it was business as usual, there would be no need to give special instructions to stamp the previous date. They’d have done it automatically knowing that the ballots had arrived on the correct day.
well, hopeful logic, perhaps. neither one of us know what SoP is for changing the date on the postmark.
maybe separating the ballots from the standard mail was the deviation from SoP. it’s impossible to tell if this is a major infraction, or a major distraction; it’s probably one or the either.
