Big counties
Blue counties
Counties blue wins big
Turnout in other counties that are red will not exceed 75% normally

I should have added...
That over-vote total assumes 100% turnout. The number is much larger if one assumes 80% turnout.

Also, in Wisconsin the states that make up 80% of the total vote had an average turnout of 91%.
The average turnout for all of Wisconsin was 89.5%. That's basically every 9 in 10 registered people voted.
Is that a believable statewide turnout?
