Also, in Wisconsin the states that make up 80% of the total vote had an average turnout of 91%.

The average turnout for all of Wisconsin was 89.5%. That's basically every 9 in 10 registered people voted.

Is that a believable statewide turnout?

They had near record turnout in Wisconsin for the 2016 election.

It was 67%

Where did the additional 500,000 votes come from? Hardly anyone has moved to Wisconsin over the past four years.
