I don't think that they have the number of states that they stated their agreement would require.

Plus an inter-state compact like that is clearly unconstitutional. Would be funny to force CA to move R electors forward though.

nope. That doesn’t take effect until more states sign up, enough to provide 270 EVs.

BTW, if it ever happened that a republican won the popular vote but lost EV, I’m pretty sure California would revoke their law, and assign the electors based on the election.

And while this seems like it would be a “change in rules”, since the compact is likely illegal to begin with, it would be amazing if a court would actually force the compact to stand after it was revoked.

No, for two reasons.
•First, the ‘compact’ doesn’t take effect until states with 270 EVs sign on. That hasn’t happened yet.
•Second if the compact were in effect and a Republican won the popular vote, democrat states would call their legislatures into emergency session and repeal the compact obligation. Do you think the wouldn’t?

That would be hilarious, although I don’t think that compact is effective under its own terms until they actually control a majority of electoral votes.
