Saving myself a lot of typing by dropping this link here. Basically, yes, it does - where the two are in conflict, Jesus’s words and actions indicate that His example (in the New Testament) is what is to be followed, not the rules of the Old.

But there is no conflict. The Bible is not the Koran, which constantly abrogates itself; the Bible constantly affirms itself. The greatest affirmation has to be Matthew 4:4 where Jesus quotes Deuteronomy 8:3 to Satan. Also, take note of the caveats in Matthew 5:18, those being “till heaven and earth pass” and “till all be performed” (better translation; not all has been performed out of God’s promises by far).
