I think the moderator would want to try and stop such “off topic” discussion — and might use the brand-new technique of shutting off microphones to stop any inconvenient comments.
However, I think Thurs morning will see the release of something very concrete so that avoiding Joe’s “little problem” will be very awkward. I think it will end up being part of the debate no matter how much they want to keep it out.

Perhaps he could say something like "Joe,are you a proud Democrat running for the Senate because you want the power to grant yourself and your drug addled son a Senatorial Pardon?"
The traitorous members of the Commission on Presidential Debates will do whatever it takes to support the Biden Crime Family.
The Commission will cut off President Trump’s mike if he brings up Biden’s criminal acts.
The second Trump says anything about Biden, China, great economy,corruption, he will get muted.
I assume there will also be a delay, just in case they are a little slow on the mute button. The optics won’t be good, but they will mute any mention of this by Trump.
I heard the plan was for Trump not to interrupt Biden , to let him ramble on thus making crazy statements. I suppose that’s another reason for the 2 minute limit so Biden doesn’t go into dangererous rambling.

The other 'prop' could be a sign saying 'Read The New York Post' story on Biden's kickbacks... President Trump can pin the sign to his suit if the mod cuts of his mic when he mentions Biden's kickbacks.
