They do much better in homeschool, especially with parents who care about them and expect more from them because they know their children can do well.
Parents, take your kids out of school, no matter what their shade of skin.
I am merely pointing out the "fun" one can have with statistics when using "fuzzy" terms (or, as in the case at hand, overly broad terms).
By dumping Filipino and Afghan kids earning "D-pluses" into the same category ("Asians getting "Ds" and "Fs") and comparing them with Black children getting straight "Fs," you can "soften" the actual dissimilarities between the two groups.
After all, can't have any statistics showing that a sizable fraction of one ethnic minority is failing miserably, while another minority group - which theoretically could also be laboring under disadvantages (coming the our shores only recently; having to learn the language; possible racial discrimination) - are nonetheless succeeding, can we?
(The solution would be to more-finely define the criteria - i.e., don't lump Pakistani kids in together with Taiwanese children; don't lump "Ds" in together with "Fs.")
Then the extraordinary differences would be stark and undeniable.
But the "Powers That Be" don't want that!

Don’t think the S.Diego district could do this with without consent of the CA Dept. of Ed. These ‘special’ kids in S. Diego may miss out on available opportunities for the rest of their lives - due to being dumbed-down.
How many more generations will it take before ‘minority’ parents understand the Socialist scam?
The one world planners know they have to un-educate a robotic working class to keep their power.
This is a tiny taste of evil against knowledge. Someday, decades? from now, it will revert again to local school boards after the D.O.E. is eliminated.
The scary thing is, this is what has become of education
across the board. Yes, they may miss out on some things,
but my take is that this is where our future judges and
elected officials come from.
We are fast replacing capable intelligent people with
people who know very little, and simply showed up long
enough to get a piece of paper that amounts to not much
more than an official document of a threat to the public.
