If true, they wouldn’t show up in a correctly done poll as a “likely voter”.
If you want to understand why this is complete garbabge, go to YouTube or some other streaming site and check Peoples-Pundit. He goes into great detail on how these polls are not really polls, but more like a Biden Ad, invest in the time required to listen, it is worth it.

His base is the reason he can't level with voters. If he denied packing, or named names, he'd lose a percentage of his base, which he can not afford.

At this point, no one is undecided. There are, however, many Trump supporters that are unwilling to admit it to pollsters.

I heard an analysis of the 2016 polls today which was interesting.
They all had Hillary’s vote right on the money, to the tenth percent.
Their average shortfall for Trump was 5.7%.
