I spent 33 years working for companies building military hardware. Give me a pen and a phone and I could walk through military procurement and cut the amount spent in hardware anywhere from 10-40 percent without affecting the quality of that hardware. The contracts are laden with social requirements like gay and lesbian outreach, small contractor set-asides and the like. The contractors are complicit because the profits are a percentage of costs. There is zero incentive to suggest price reductions. Numerous times I went to management with a suggestion to improve the product or decrease failures. For the most part, they don’t want to hear it. As one manager who looked pityingly at me said, “Son, we make a ton of money fixing these.” And, he got a significant bonus each quarter from that ton.

If anything, I’d be increasing spending. We need to be ready to rapidly switch from whatever type of war we envisioned to whatever comes along next. (Armor made obsolete by the long bow, for example. All that armor was so much dead weight. A sudden proliferation of cheap, expendable drones might be another example. You don’t want to get caught flat-footed in a war where nuclear weapons are an option.)
