Is this a trick question? Does it involve dealing with Dems? Then YES.
When George H.W. Bush went into a private negotiation session with Dems, they promised him privacy and no new taxes. He got out and said "Read my lips. No new taxes." And the Dems knifed him in the back with new taxes and said he had agreed to it. Lied to him.
You can't trust a rattlesnake to sit still while you tie a little bonnet on its head, or trust a Dem in a reaching across the aisle agreement.
