Everyone knows who Trump is. He wasn’t big on ads in 2016. Biden is everywhere.... but a few months ago so was Bloomberg. And how’s that working out for him? Ads are annoying. People hate them and hate being bombarded. They turn most people off. It’s why Trump does rallies and tweet storms instead. It’s more effective these days.
You are correct in that current polls, voting history, etc
determine which ones you need to spend your money
on at this late stage.
The object is to get 270 Electoral Votes no matter where they
come from. That puts you in office and in President Trumps’s
situation this is his last term. So spend your money where the
best chances of getting the votes you need are located.
