I think of it more as conquering globalists runbing the wounds of perceived aggrieved minorities raw, so as to incite them to do the dirty work until the population is open to tyranny in exchange for expected, but short lived, security and stability.

People with tools will be valuable. No one mentioned sabotage. Who's going to run the utilities, who runs gas stations? Life in northern states will be rough in winter if natural gas and/or electricity aren't reliable, unless you have a stove and a lot of dried wood.
