I think of it more as conquering globalists runbing the wounds of perceived aggrieved minorities raw, so as to incite them to do the dirty work until the population is open to tyranny in exchange for expected, but short lived, security and stability.

I think you are exactly right (adding the ChiComs in with the Globalists).

They agitate the aggrieved until they create chaos and, at max chaos, the REAL revolution begins.
