The eviction laws have been made so complex that landlords have to hire lawyers who deal full time in the business. No casual part time lay person is going to succeed at much of anything except almost certainly get themselves hurt (Or killed) screwing around trying to push tenants around

Even the eviction lawyers can’t figure out what is legal or illegal at this point. Lots of tenants are buy new cars instead of paying the rent though.
