RGB believed she was more than a human being, that only she could determine who would replace her, and who the President would be.

Following is the Dem plan that was foiled when Hillary did not win in 2016:

Fill Scalia seat with Garland.

Then after Hillary has held office for a year or so RBG was to retire, her seat then would be given to Loretta Lynch.

During the tarmac meeting (Lynch/Bill Clinton) LL was asked to stop Hillary investigations, her reward for doing so was to be a SC appointment.

Not Scalia's seat, wait about a year (RBG to retire) or so the quid pro quo was not so obvious.
