The French diplomat Talleyrand served the Bourbon kings of France, and also Napoleon. He was a wily fellow who was often hated, but he was a clever diplomat who always kept the other side guessing. His counterpart in the post-Napoleonic era was the Austrian statesman Metternich. Upon hearing of Talleyrand's death, Metternich mused, "I wonder what he meant by that?"
