Thieves would rifle the mail and packages for anything of value. Dumping unopened mail is usually done by carriers.
USPS knows exactly which carrier was supposed to be delivering it.

Usually one in every post office. A local was close to retirement and was found taking samples home, when they used to mail samples out. In my PO the woman was dumping the ads. Didnt want to go to every house. They gave up a lot of old age benefits for laziness. And they had many years in. Just makes me shake my head.

Then I didnt find a bunch of loose mail in the woods just off a road close to my home - when I was in my early teens, yes, over 50 yrs ago, Buffalo, NY.
How pervasive was the practice, dont know but it happened at least many times if one 13 yr old found one bag.
Today I have a great mailman. When he has a day off some substitute delivers and more than once a sub mailman/woman for our cup-de-sac will just cram a bunch of mail in a single mailbox. Our regular guy says it happens and usually because the sub is running late and just wants to drop the load quickly.

There is a long history of letter carriers dumping mail. They just do not want to deliver it ...too much walking and work.

I remember a case from a few years back where the letter carrier’s house was searched and he had been “hording” all the undelivered mail. Weird stuff.

that, or maybe the postman visited his girl friend for a few hours and didn’t have time to deliver everything, so, he discards it. Possible?
In one case a Ft Lauderdale area station manager was meeting a carrier at a motel on her route, they got caught and fired.
On appeal he got his job back, she didn’t.
