I suppose a law could be passed to permit “Protests”, but they are not free speech nor are they peaceable assemblies to petition for redress.

A petion for redress by nature is a form of protest. As a rule, however, disturbing the peace and upsetting domestic tranquility is a “no-no,” provided the citizenry properly exercises the right of self-government.
