That’s how I understand it, too. And from what she said — something like, “I’m not allowed to work, but ...”, it seems that may also be a beautician and is following the rules by not working and is personally losing money. Sounds like one of the stylists who rents space from her went rogue and snuck in Nancy. (I could be totally wrong, but that’s how I took it.)
I won’t disagree with your conclusion.
But I would add...it is the Speaker of the House of the United States calling.
I work with a lot of affluent people and they do expect exceptions to the rules. The beautician maybe had little choice in the matter. A powerful politician making sure she didn’t work again for refusing the appointment or accept the appointment and hope to not get caught.
