Probably to deal with pepper spray, either from the police, or the rioters which were using it.

Somebody here break it down for me regarding the saline spray in this punks pack? Antifa and BLM rioters expect to be tear gassed and pepper sprayed. The saline spray is used to wash out their eyes when they are fighting with the police.
