Harry Reid started the whole pro forma use concept when he was Senate Majority Leader under Bush. McConnell can stop it. When both Houses of Congress fail to agree on a time to adjourn, the president can force Congress to adjourn. McConnell loves to agree with the Democrats to keep using Reids trick to stop Trump from making recess appointments.

It is the Senate Leader who determines this practice and Republicans, as the majority, can even rewrite this further.

Yes, the minority has been proven to be able to use this tactic, but again, this can be completely neutered by McTurtle using the above options.

Politics is compromise- that’s a good thing overall.
Mitch’s agreement to force judicial appointments through makes up for he, and his caucus, not doing something extraordinary to get more appointments through.
