Actually, Robert Heinlein did. Or he at least had an inkling of the ramifications before most. He predicted that freely available contraception for women, with no negative moral judgement, would turn women into the more aggressive and active sex.
Which is why women will push back on any attempt to develop a male contraceptive which takes that power away from them.
