She may very well or likely slept her way up the ladder. Brown may also have been implying that she did. But unless she directly told him that was what she was doing, he actually doesn’t know that. Of course, she could have been doing that without admitting it to herself too.
But younger women on average are attracted to powerful and/or wealthy men. Some more than others and to greater extremes. When there is less of a power differential or other factors are involved that may change.
IMO such conclusions and headlines making the direct claim undermine their own credibility. Far better to say, she may have or likely did have that as part of her way of advancing—and let people draw their own conclusions. Really the next step after such a potential link is pointed out is to look at her credentials for the positions. If they were adequate, then our modern world says she probably could have got there otherwise by simple affirmative action preferences, or over time on her own—unless of course the appointing official had some other pet to reward.
