No that is not correct. VP and Prez can be from the same state. Only prohibition is that the electors from THAT STATE cannot vote if both are from the state. Since Biden is from Delaware, and only has 3 electoral votes at stake, it probably won’t matter if he doesn’t get those votes. That is technically how it works. There is NO prohibition that says VP and Prez CANNOT be from the same state. Just a prohibition on ELECTORAL VOTERS voting for 2 candidates from same state.
