What does this mean?
Normally the RATs, being the majority of the committee, would just toss the whole thing out because being criminals themselves they wouldn’t care about the Talibs crimes and insane statements. However the polling data must be showing that Talib’s insane behavior is losing votes for the Party has a whole. That’s the only reason I could think of that would make the RATs on the committee agree to this.
It means that if you are a member of "The Club" you have no worries about silly little ethics charges or other felonies.
