That's up to the store. The issue was with another customer. Wearing a shirt or shoes is not a medical situation, a mask is.

They can't tell you to wear a mask...just tell them you can't, nothing more. (HIPAA)

no shirt, no shoes no service dates back to a common understanding of public decency greed to by all but the most demented of individuals...no mask, no service dates back to a couple of weeks and is based on tin pot governors appeasing their tyranny cravings...
