Different classes of mail, such as Presort First Class, and Presort Standard is cheaper than regular First Class.
To get those rates, it has to be a bulk mailing.
The cheapest one, Presort Standard is one way mail. If the addressee has moved the pieces get tossed for recycling. If it is endorsed Address Service Requested, it costs the sender $.95 to get a photocopy of the customers new address, and the the piece gets tossed.
theyvwill also mail thrm out pre-filled, so all you have to do is scrawl an unreadable signature, throw it back in the mail, and another democrat vote is cast.
im surpimrised they dont just skip the whole mail thing, and simple run the ballot presses and feed the output into the machines. who needs fake voters?
